Container import freight operation procedures mainly include:
1. Delivery of shipping documents
In the past, the export port mainly sent the freight documents to the import container management department after the ship sailed. Now, the main container terminals in my country have begun to use the document EDI to complete.
2. Container unloading preparation
A few days before the ship arrives at the port, the shipping company or its agent should send the following documents to the terminal business department:
① Cargo Manifest;
② Container Loading List;
③ Stowage Plan;
④ Container Load Plan/CLP;
⑤ Ship's Estimated Arrival Notice;
⑥ Shipment Cargo Damage Report;
⑦ Special cargo list。
Based on these documents and the actual situation of the terminal, the terminal yard arranges unloading preparations, and formulates container unloading plans, yard plans, and delivery arrangements.
3. Unloading and stacking
The terminal yard unloads containers from the ship according to the formulated unloading plan and yard plan, and stacks them at the designated container location in the yard. The following matters should be noted:
① Empty boxes and heavy boxes should be stacked separately;
② Learn about the details of the cargo in the heavy box;
③ Whether to arrange transit transportation;
④ Delivery at the terminal yard or at the freight station;
⑤ scheduled delivery date。
4. Delivery
According to different delivery objects, the main businesses are:
① Delivery to the consignee: When the consignee or its agent comes to pick up the container, a bill of lading issued by the shipping company or its agent should be issued. After verification, the terminal yard will deliver the container to the consignee or its agent. people. During delivery, both the terminal yard and the consignee sign and hand over the delivery record. If there is a comment on the delivered goods, the comment should be recorded in the delivery record. The delivery record is an important document to prove the termination of the carrier's responsibility.
② Delivered to the container freight station: In the case of LCL cargo, the container freight station will transport the container from the terminal yard to the freight station, and then unpack the container and deliver the goods to the consignee. Before the LCL cargo is picked up, the freight station entrusted by the shipping company shall contact the terminal yard, and the container shall be collected from the yard according to the delivery record released by the customs. Basis for box handover. The consignee or its agent picks up the goods at the freight station with the bill of lading issued by the shipping company. After checking the freight station, the goods can be delivered. Both parties sign the delivery record for handover.
③ Handing over to inland carrier: If the container is shipped intact to the inland delivery point, the terminal should contact the shipping company or its agent before handing over the container to the inland carrier. If the responsibility of the ocean carrier ends in the terminal yard, the delivery record shall be used for handover; if the inland carrier acts as the subcontracted carrier of the ocean carrier, the ocean carrier shall be responsible for the entire transportation, and the terminal yard and the inland carrier shall be responsible for the entire transportation. People only need to go through the internal handover procedures, and then go through the delivery records after the container is transported to the delivery place.
5. Relevant fees charged:When handing over the container to the consignee, the terminal yard should check whether the storage fee, re-moving fee, etc. have been incurred.
6. Prepare delivery report and non-delivery report:After the delivery is completed, the terminal yard shall prepare a delivery report and send it to the shipping company or its agent as the basis for the shipping company to claim compensation for the loss or damage of the goods; if the consignee fails to pick up the goods on time, it shall be prepared The non-delivery report is sent to the shipping company, and the shipping company will take it as a basis. If the consignee does not come to the dock yard to pick up the goods for a long time, it should be handled in accordance with the relevant regulations.
